KUMC Campus Assessment, Response, and Evaluation Team Policy

Policy
Purpose: 

The purpose of the CARE Team is to serve as the coordinating hub of a network of existing resources, focused on prevention and early intervention in community situations involving members experiencing distress or engaging in harmful or disruptive behaviors. The team will develop intervention and support strategies and offer case coordination. This team will regularly review and assess these situations and recommend actions in accord with existing University policies.

Mission

The Campus Assessment, Response, and Evaluation (CARE) Team is committed to improving community safety through a proactive, collaborative, coordinated, objective, and thoughtful approach to the prevention, identification, assessment, intervention, and management of situations that pose, or may reasonably pose, a threat to the safety and well-being of the campus community.

Team Membership

The KUMC CARE Team is comprised of a multidisciplinary group of University personnel representing various campus departments. CARE Team members have experience in law enforcement, threat assessment, mental health evaluation, human resources, University operations, and student affairs. All team members will undergo appropriate training in threat assessment protocols and policy and will attend training and professional development as needed. Secondary team members deemed necessary will be added on a case-by-case basis.

The team is committed to early intervention to prevent violence and to provide support and resources to individuals referred to the team who may need help. The team also fosters a culture of reporting threats across the campus.

The CARE Team is composed of the following core members or their designees:

  • Emergency Manager
  • Title IX Coordinator
  • Vice Chancellor for Administration
  • Associate Vice Chancellor for Public Safety
  • Associate Vice Chancellor for Human Resources
  • Director of Student Life
  • Senior Director of Counseling and Education Support Services
  • Risk Manager
  • Associate General Counsel
  • Emergency and Safety Manager – Wichita School of Medicine                 

Responsibilities

It is the responsibility of all members of the KUMC campus community to report intimidating, threatening, and concerning behavior or violent acts on the part of employees, students, visitors, contractors, or others. Additionally, in an effort to promote a safer campus environment, individuals who are the victims of domestic violence, or who believe they may be the recipients of such violence, are encouraged to promptly notify the KUMC Police and the Title IX Coordinator.

Any members of the University community who have Orders of Protection or Separation should provide copies to KUMC Police to ensure appropriate law enforcement actions. Confidentiality will be maintained to the extent provided by the law and University policy.

The CARE Team in cooperation with University administration, will provide guidance and training to help faculty, staff, and students recognize troubling behavior that may be cause for concern.

Reports and referrals shall be handled discreetly and professionally to protect the alleged victim and the accused, and all deliberations of the CARE Team will be confidential, with information released only on a need-to-know basis. The responsibilities in this policy will enhance and not replace current education, resources, and programs. No person who, in good faith, reports threatening or concerning behaviors in accordance with this policy will be subject to retaliation.

Reporting Procedure

Anyone can report concerning, disruptive, alarming, or threatening behaviors to the CARE Team by:

  • Speaking directly to a team member,
  • Contacting KUMC Police at 913-588-5030,
  • Contacting the Office of Student Affairs at 913-588-1665, or
  • Contacting Human Resources at 913-588-5080.

If there is immediate danger, it is the responsibility of every department and University employee or student to call 911 from University phone line or 913-588-5030 from a non-University phone line.

Examples of imminent threats or danger include:

  • Brandishing guns, firearms or other weapons
  • Suicide threats or recent attempts at suicide
  • Physical threats or aggression toward another person
  • Severe rage and verbal threats to kill or harm someone
  • Possession of drugs and alcohol or under the influence of drugs and alcohol

Examples of threatening behavior or incidents that should be referred to the CARE Team include:

  • Behavior(s) which regularly interfere with classroom environment or management
  • Notable change in academic or work performance, or in behavior or appearance
  • Aggressive behaviors toward others; inability to set limits or re-direct focus
  • Writings and comments endorsing violence; unusual or preoccupation with violent themes, death or destruction
  • Indirect or direct threats in writings or verbalizations
  • Lack of empathy and concern for others; inability to care
  • Evidence of hopelessness or despair
  • Withdrawal or isolation
  • Stalking behaviors
  • Angry outbursts or intense and abnormal reactions to events

Team Action

The CARE Team will use a collaborative process to assess threats and concerns and will develop individualized assessments of students, employees, or other individuals who may present a threat to the safety and well-being of the campus community. The core CARE Team will meet regularly to evaluate, assess, and monitor reports and referrals. In addition, emergency meetings may be called as needed. Depending on the situation, personnel with specialized relevant experience or responsibility may be called upon to assist or advise the team.
