Grievance Procedure for University Support Staff

Policy Statement: 

The Department of Human Resources (HR) coordinates the grievance procedure for university support staff employees and a grievance can be filed by any “regular” university support staff employee with permanent status. Grievance procedures for university support staff covered by a bargaining unit will be followed as specified in the applicable memorandum of agreement, rather than the procedure outlined in the USS Handbook.

An employee with permanent status appointed to a “regular” position may “grieve” a violation of Federal, State, Regents or University procedures, rules, regulations or policies or an abuse of authority. Assistance from KU HR may be sought to attempt to resolve the issue prior to implementation of formal procedures.

The Director of HR or his/her designee reserves the right to determine if an issue is appropriately handled through the grievance process. Certain matters have their own specific appeal avenues and are therefore not grievable under the grievance procedure. Those matters include:

  • cases of discrimination including cases of sexual harassment,
  • parking and library fines,
  • disciplinary actions taken,
  • performance reviews,
  • safety issues, and violations of a memorandum of agreement

A formal grievance shall be initiated by the aggrieved employee by completing all information in the Grievance Form on the HR website and delivering the original to his/her immediate supervisor and a photo copy to the Director of HR no later than ten (10) working days from the date of the grievable act or of the date when the employee knew or should have known of the grievable act. Failure to comply with the deadlines established in the process may jeopardize the right to proceed with a grievance.

An employee may, at his/her own expense, have representation to assist with the grievance process. Reprisal, retaliation, or harassment toward/of any party involved in the grievance process is prohibited.
