Modification of University Property

Policy
Purpose: 

This policy ensures that projects align with KU’s strategic plans and objectives, and that projects are compliant with University and State of Kansas standards and procedures by defining requirements for all work that modifies University buildings, landscapes, hardscapes, memorials, or property, including renovations, remodeling, construction, maintenance, and any minor modifications.  

Applies to: 

The University of Kansas and all of its controlled affiliated units.

Policy Statement: 
All work, both major and minor, that modifies University buildings, landscapes, hardscapes, memorials, or property including, but not limited to renovations, remodeling, construction, maintenance, demolitions, cosmetic upgrades, or structural modifications, shall follow the processes of this policy. All buildings, landscapes, hardscapes, memorials, or property shall be considered University property.  
 
Modifications, regardless of the project size, include but are not limited to:
  • Renovations or remodeling;
  • New construction;
  • Site improvements including signage;
  • Landscaping;
  • Land use change;
  • Sidewalk, street, or parking improvements;
  • Electrical, plumbing, and HVAC modifications or maintenance;
  • Painting;
  • Flooring and other finishes;
  • Interior signage;
  • Alterations to fixed furniture and equipment;
  • Any moveable equipment requiring connection to existing building utilities or systems, including but not limited to water, electricity, compressed air, and natural gas;
  • Equipment electrical connections;
  • Equipment exhaust connections;
  • Equipment plumbing connections;
  • Lock or door hardware modifications;
  • Demountable furniture solutions; and
  • Security devices and cameras.
KULC Campuses and Reporting Units
Operations, as stewards and caretakers of University property, has responsibility for the oversight of University property associated with this policy and any modifications to said property. No University property shall be modified without the approval of Operations.
 
All requests to modify property must be submitted online via a KU Operations Work Management service request. Once the service request is received, it will be assigned to either Facilities Planning and Development (FPD) or Facilities Services (FS). If clarification is needed, staff assigned to the project will contact the requestor to gather additional project information and determine the best course of action. If approved, either FPD or FS will coordinate with the requestor, depending on the scope of the associated project. Projects relating to design and/or any work that is regulated by current State of Kansas codes will be managed by FPD, and projects relating to maintenance will be managed by FS. There may be instances where both FPD and FS will coordinate on a project.

If approved, FPP will coordinate with the requestor, depending on the scope of the associated project. There may be instances where both FPP and FM will coordinate on a project.
Exclusions or Special Circumstances: 

Operations (KULC) and Facilities Projects and Planning (KUMC) may grant exceptions to this policy.

Consequences: 

Any unit and/or individual that does not comply with this policy may be (1) subject to disciplinary action; (2) responsible for the cost of returning the property to its previous state; and (3) responsible for State of Kansas citations and any associated fines resulting from the modification(s).
